"It is unlikely that many of those who made mistakes and closed down due to lack of preparation have spent these years training and learning from their mistakes. On the other hand, and this is what we are seeing, the recovery brings with it new entrants, many inexperienced, looking for easy business". And how can this scenario be overcome? "The sector is in urgent need of regulation".
